Fergus Furnace, Heat Pump and Fireplace Work on Centre Wellington's Permit List

Fergus is part of the Township of Centre Wellington, not the City of Guelph, so the Township's permit list, its Building Division in Elora and the utilities serving Fergus apply to furnace, heat pump, air conditioning and fireplace work here.

HVAC items on the Township's permit list
No building permit is needed to replace a furnace, add air conditioning units or a heat pump, or install a gas fireplace. A permit is needed to install a new furnace that uses a new fuel source, or any wood-burning appliance such as a woodstove or wood-burning fireplace. The Township does not review or inspect electrical work; electrical permits come from the Electrical Safety Authority.

Who obtains the permit
The Township's homeowner guide says it is the homeowner's responsibility to make sure a required building permit is obtained, inspections are called for and any infractions are corrected, whether the homeowner does the work or hires a contractor.

What to Check for a Fergus Property

01

No permit for a furnace swap, but one for a new fuel or a woodstove

With a furnace replacement, added air conditioning or heat pump, and a gas fireplace all exempt from a building permit, the permit question for a Fergus job turns on what else changes. Fireplace plans are one trigger: converting an existing fireplace from gas to wood or another solid fuel needs a permit, as does installing any wood-burning appliance. Related work is another trigger: the Township's list also requires a permit to re-insulate walls, ceilings or floors or to finish a basement, so mention either if it is planned alongside the HVAC job. Ductwork is not named on the list, and the list does not say whether a heat pump replacing a gas furnace as the main heat source counts as a new fuel source, so ask the Building Division before work starts.

02

Enbridge, the 1998 Fergus hydro boundary and other fuels

A township-wide gas franchise does not show that a main runs along a particular Fergus street, so say whether the home already has a gas service or runs on propane, oil or electric heat. Because Centre Wellington Hydro's licence follows the 1998 town boundary, excludes four Fergus addresses on Guelph Road and Union Street West, and adds parcels with Fergus addresses such as 965 Gartshore Street and 361 Beatty Line North, a Fergus mailing address alone does not settle which distributor serves the property. Check a recent bill. Ontario law requires fuel-fired appliances to be maintained by TSSA-registered contractors, who must hire TSSA-certified gas technicians, so ask the provider to confirm both. Lower-income households can ask the County of Wellington's Low-Income Energy Coach whether they qualify for free home upgrades such as a new heating system or air conditioner.

03

Booking Township inspections and checking heritage status in Fergus

Every Centre Wellington building permit lists its required inspections. The property owner is responsible for making sure each one is booked at least 24 hours ahead, by the owner or the contractor, through the Township's inspection request form or by phone, quoting the permit number and property address. An application is not complete until the permit fee is paid, so agree early who applies, pays and books the inspections. Heritage status is a separate check. Being listed on the Township's Heritage Register without designation does not affect the ability to make alterations, but for a property designated under the Ontario Heritage Act, a heritage permit may be required for alterations that might affect its identified heritage attributes. Ask the Township whether a new outdoor heat pump unit, wall vent or chimney change on a designated Fergus building needs one.

Before You Submit

Details to Include in the Request

  • The street address and postal code of the Fergus property, so the location and the utilities serving it can be checked.
  • How the home is heated now (natural gas, propane, oil or electric) and which electricity distributor is named on the bill, since Centre Wellington Hydro's licence does not cover every Fergus address.
  • The make, model and rough age of the furnace, heat pump, air conditioner or fireplace involved, if known.
  • Whether the job changes the heating fuel, adds or converts to a woodstove or wood-burning fireplace, or comes with insulation, basement finishing or duct changes, so any Township permit question is raised early.
  • Who will apply and pay for any Township permit and book its inspections, and whether the building is designated under the Ontario Heritage Act.
  • When you would like the work done and anything that affects access to the equipment.

Confirm before work is agreed

Fergus is listed in the configured service area, which is not confirmed coverage. Your request is shared with a service provider for review. Before work is agreed, confirm with the provider that they cover the property, when the work can be done, and that they hold the qualifications the work requires. A request does not book a visit or an emergency response.
